in isolation, without a
holistic understanding of
the existing places that
they will be competing
with or other proposed
new settlements in the
surrounding area. Without
an understanding of
the role they are playing
regionally, new town
centres struggle.

In the interest of mitigating
risk, a lack of expertise, or
because chain occupiers
can afford to pay more for
space, New Towns can
be dominated by national
chains and devoid of
cohesive local character.
Such places might be
relatively well-used but will
not necessarily generate
the same footfall as a
favoured local brands or
businesses.
